Lillian Agnes Pepper was born on October 24, 1948 at St. Joseph's Hospital in Omaha, Nebraska to Leonard and Agnes (Kinsella) Whiteing. The family later moved to Vail, Iowa where Lillian spent her early years. She graduated from Carol Kemper High School in Carol, Iowa in 1966.

Lillian was united in marriage to Gary Pepper on June 12, 1971 at St. Bridget's Cathedral in Omaha, Nebraska.

. In 1972, she earned her Bachelor's degree in Education from Mount Marty College in Yankton, South Dakota. She spent over 30 years teaching children, first in a one-room country school, then with the Scotland School District. She received her Master's degree in Education from the University of South Dakota in Vermillion in 1982. One of Lillian's strongest talents was the ability to nurture and grow other living things. Her children were raised without judgment in a loving, supportive home. Her many students flourished in her care. She was an avid gardener and loved all plants and flowers, especially her more than 200 varieties of day lilies. Lillian shared her talent by planting flowers at St. George Church and in the community for the Scotland Community Club. She was a member of St. George Catholic Church, St. George Altar Society, and various local sewing and crafts clubs. She was also leader of the local Modern Woodman of America Youth chapter. Lillian lost her courageous fight with pancreatic cancer and went to be with her Lord on Thursday, September 14, 2006 at Avera Sacred Heart Hospital in Yankton at the age of 57 years.
